I don't know much but as I understood, Codenewbie is more friendly and closer to newbies rather than the Dev.to platform. Yeah Dev.to is also friendly to newbies but Codenewbie does that a lil bit closer.
Addition to that both Codenewbie and Dev.to are powered by Forem so both platform looks similar.
