Why React JS is better than Angular? If not then why?

It is subjective to say that React is better because every developer will have a different opinion. However React is more popular and it does have a much larger user base so in that sense you could say that it is better.

I may be a little bias because I am a React developer however the majority of React developers are happy with their framework.
